for Development, ICT4D plan document was launched in Abuja, Nigeria on May
18, 2010 at the
eNigeria 2010
summit organized by the National Information Technology Development Agency (NITDA) .
The National Information Technology Development
Agency (NITDA) in collaboration with the United Nations Economic
Commission for Africa (UNECA) coordinated the development of the
National ICT4D Strategic Action Plan. The Strategic Action Plan
provides concrete implementation strategies for a period of 5 years
for the key sectors –health, education, infrastructure, human
resource development, Agriculture, Legal/Regulations, private
sector/industry, media/community, amongst others - as part of an
integrated approach to achieving national development within the
context of the Federal Government of Nigeria’s Seven Point Agenda,
the National Economic Empowerment Development Programme (NEEDS) and
various socio-economic development programmes and initiatives.
The seven point agenda includes: Power and energy, Food and
security, Wealth creation, Transport sector, Land reforms, Security.
Education. The broad goals of NEEDS, NEEDSII and the Seven-Point
Agenda are poverty reduction, wealth creation and employment
generation through the development of an enabling environment for
growth.

INTRODUCTION
The Federal Executive Council approved a national IT policy in March
2001 and the implementation started in April with the establishment
of the National Information Technology Development Agency (NITDA),
charged with the implementation responsibility. The policy recognized
the private sector as the driving engine of the IT sector.
It is however overdue for
review due to changes and advances in ICT globally and in Nigeria. In this light, the government setup the
Nigerian National ICT For Development (ICT4D) Strategic Action Plan
committee to develop a new ICT policy for development as the ICT action
plan / roadmap
for the nation. Already a lot of time and effort has been invested in
developing the
policy by the committee.

Development Agency (NITDA) completes ICT4D Plan to Drive Vision 2020
The National
Information Technology Development Agency (NITDA), the body
responsible for facilitating ICT growth for development in Nigeria
has completed its assignment on the nation's ICT for development
(ICT4D) strategy/plan. This was the outcome of the final technical
meeting involving the key resource persons working on the document
Tuesday, 17th June, 2008 at NITDA's headquarters in Abuja.

Real Independence, ICT
and Nigeria
Again,
it’s another 1st of October – Nigeria’s Independence Day. But what is

Here are highlights of the 2001 IT policy:
NITDA is to enter into strategic alliance, collaboration and joint
venture with the private sector for the actualization of the IT vision,
which is to make Nigeria an IT capable country as well as using IT
as an engine for sustainable development and global competitiveness.
It is also to be used for education, job creation, wealth creation,
poverty eradication and global competitiveness.
Emphasis is to be laid on development of National Information Infrastructure
Backbone (NIIB) as well as the Human Resources Development. In addition,
Information Technology Parts are to be developed in Abuja and in each
of the six geo-political zones.
VISION STATEMENT
To make Nigeria an IT capable country in Africa and a key player in
the Information society by the year 2005, using IT as the engine for
sustainable development and global competitiveness.
MISSION STATEMENT
To USE IT for:
Education;
Creation of Wealth;
Poverty Eradication;
Job Creation;
Global Competitiveness.

THE NATIONAL INFORMATION TECHNOLOGY
GENERAL OBJECTIVES
1. To ensure that Information Technology resources are readily available
to promote efficient national development.
2. To guarantee that the country benefits maximally, and contributes
meaningfully by providing the global solutions to the challenges of
the Information Age.
3. To empower Nigerians to participate in software and IT development.
4. To encourage local production and manufacture of IT components
in a competitive manner.
5. To establish and develop IT infrastructure and maximize its use
nationwide.
6. To promote tourism and Nigerian arts and culture.
7. To enhance planning mechanisms and forecasting for the development
of local infrastructure.
8. To enhance the effectiveness of environmental monitoring and control
systems.
9. To re-engineer and improve urban and rural development schemes.
10. To empower the youth with IT skills and prepare them for global
competitiveness.
11. To integrate IT into the mainstream of education and training.
12. To create IT awareness and ensure universal access in order to
promote IT diffusion in all sectors of our national life.
13. To create an enabling environment and facilitate private sector
(national and multinational) investment in the IT sector.
14. To stimulate the private sector to become the driving force for
IT creativity and enhanced productivity and competitiveness.
15. To encourage government and private sector joint venture collaboration.
16. To develop human capital with emphasis on creating and supporting
a knowledge-based society.
17. To create Special incentive Programs (SIPs) to induce investment
in the IT sector.
18. To generate additional foreign exchange earnings through expanded
indigenous IT products and services.
19. To strengthen National identity and unity.
20. To build a mass pool of IT literate manpower using the NYSC, NDE
and other platforms as "train the trainer" Scheme (TTT)
for capacity building.
21. To set up Advisory standards for education, working practices
and industry.
22. To establish appropriate institutional framework to achieve the
goals stated above.

ICT4D PLAN
In the absence of well thought through policies, the
prevailing situation widens the global digital divide
between developed and developing countries. Countries with
better access to ICT and who apply ICT in a widespread,
inclusive manner are able to seize the advantages of
globalization. On the other hand those with inadequate ICT
resources end up being the victims of globalization. The
truth is that though ICTs provide efficiency gains,
increased productivity and the opening up of new
opportunities, national, overall gains are not automatic.
Without coordination and consistency in ICT and related
activities, ICT may not make the required national impact.
No country can survive without investing in ICT but
strategic thinking and intervention are required. Otherwise
how does Nigeria achieve its goals of social inclusion,
rapid growth, wealth creation and overall prosperity? What
are the roles of the public, private and social sectors?
Inclusive multistakeholder strategies and policies are a
necessity to ensure countries benefit from ICTs phenomenal
potential.
